Custom HTML Drop Down Menu is not responsive

I'm using a custom HTML module as my drop down menus, my question is how can I make those custom HTML module responsive on smaller screen sizes?

If You mean a dropdown html element which is using <select><option></option></select> than such fields are converted by a mobile browser to use their own presentation for selection. Can You please be more specific about what You have in mind ?
