<head> section and opening <body> tag may be found in TechNews/header.php and header-frontpage.php files, unfortunately I don't understand the second question - what groups exactly do you mean?

Do you want to change the URL of technews social icons, right? I.e. on this page?

You have to edit TechNews/content-header.php file to change these URLs..
