What is the safest route for bilingual website

Hi, i tried the quickstart package, but ran into a few issues with certain modules later on (News-Show-Pro-GK5). Tried updating, etc.... but i guess i'm missing something. So i'm ready to start from scratch, but before i do so, please let me know how should i proceed, here's what i'll need:
- StoreBox with J3, VM, etc...
- 2 languages: EN & Bulgarian (Although i might start with Bulgarian initially and add EN later on)
Also, the downloaded package seems to be outdated, here's what i got after i installed the quickinstall package: Version: 3.22 Date: 10/11/2016 | http://prntscr.com/duox99. How come the package i downloaded isnt the latest version?

Just for kicks, i decided to create a new installation and deploy the quickstar package as it is... no additional languages, no nothing... here's what i got: 1146, bla bla bla: http://prntscr.com/dutr93

You should add here exclusively (http://prntscr.com/dv1nxg) that the Language users should pick for a quick installation should be United Kingdom (English), as the default Joomla pick would result in the error from my previous post.
Questions from the initial post remain open though... A brief explanation will be much appreciated.

For multilanguage content I advice to use a copy of the template's style per language You will use. Than You can have a separated menu for each language and attach this menu to a proper template style along to the attachment to language itself.
