Hi
I cannot see this file being used by our templates. I tried to google it and looks like it's connected with Jomsocial. Do You have that installed ? Try maybe update this component.

Hi
Now I see. It's only used for IE6 and IE8, so it's not supported anymore. You can simply delete this lines since they are not in newer templates at all. Simplicity has not been supported for quite some time, so this is why You still can see it.
