Impossible install quickstart package (localhost)

Follow the instructions for installing the quickstart package, when I try to install the example data (last step) the setup delete the old database, create the new data base but is not capable of create the configuration file and returns to the final page of installation for install example data (and always the same).
I created the data base phpmyadmin
Also the use (with all privileges)
And I follow the instructions in DOCUMENS for the setup of quickstart
