How to create movement in the header ?

Hello everybody,

I want to create movement in my header for example by appearing the white banner behind the logo after 1 second. I think it could work with css, but I'm not good enough... Could you help me ?

I’m afraid that modifications such as this require extensive changes to the theme’s code; I do apologize but such large changes are custom work that are beyond the scope of our technical support.
