Widget Rules settings not working

Hi there, The settings for all widgets on my website are set to "No pages except homepage". However these widgets display on EVERY page.
Why are the Widget Rules not working? How can I get them to work?
Here are settings in my Wordpress installation that I assumed may be stopping the Widget Rule from working, however changing these settings have not fixed the problem:
Fest Template Options
Appearance/Customise/Widgets

- Basic: Widgets Display on Homepage: Enabled
Fest template options/Features: Widget Rules: Enabled
Appearance/Customise/Widgets
- When I navigate to Appearance/Customise/Widgets there is a message that states there are no widget areas currently rendered.

Hi,
I can see on the screenshot that you didn't add homepage widget rule, please click "Add page" under the select field, then save your widget.
Now there's "No pages" on your selected pages section.
