To use a modal popup You need to use a css class "modal" in html, than in rel attribute specifie what should be shown. Detailed informations can be found here: http://www.theartofjoomla.com/61-custom ... oomla.html
But if You want to use the exact popup as in example than a method is described there. The file to put code to should be /layout/blocks/head.php
