All user deleted from my table

Hello,

It's my mistak sory.
I deleted all existing users,administrators and also super admin.
But i deleted from phpmyadmin and at that time i login in to admin panel so quickly i create a new administrator in that but the layout of admin panel is different from past.
Diff. layout means in 'site' menu it is showing just 4 item. the "Global configuration" not showing in it.

so what i do for fetching old layout.
