fixed position all pages - pageviews

Is it possible that if a module fixed position on all pages does it equal one page view?
am trying to work out why pageviews are so low.
awstats is recording tens of thousands of page views but ad server is only recording a few hundred for ad in fixed position module on all pages
have ruled out most other obvious reasons, just wondering if fixed position on all pages may be playing some role.
