Turkish Character Problem in Template Language Files

Hi there, I am experiencing a problem that I could not solve. I have searched forums and found several topics related to my problem. However non of them answered.

I have translated theme language files to my national language, Turkish. I dont know where it takes the source code of character charset but it doesnt show some of my letters like i, ç, ş, ö, ğ etc. My langs charset is ISO-8859-9. How can I set this?

The rest of the site has no lang errors, only translation from template language files.

@ipomdizayn do you use standart font ? Becasue if you are using squrirrel or google font please make shure that font you are using support your national characters.

Dude I am not talking about special fonts, I already replaced them with latin-extended charset. I am talking about gk-register module, I translated them to Turkish but the charset doesnt fit. How can I fix this?
