Change Mainmenu based on City?

We'd like to change the mainmenu based on user's city.

We are successfully using Metamod to select modules displayed based on user's city - and we'd like to do the same with the Mainmenu.

We thought we could turn off the mainmenu on the backend template control, and then add a new menu in the mainmenu position.

Its not working.

Specifically:

1. How can we manually add a module (the METAMOD) to the Mainmenu poisiton?

2. How can we format a menu module to look like the regular mainmenu?
