Basic CSS 101 Issue - Template Flush Left

Why doesn't ...

body { margin: 0 !important;padding:0 !important;}

work to flush left align the template/website in the browser.

I have changed in every possible css file: template, addons, override

Why does it not flush left align the template/website???
