Module order on the same module position you can set via module manager (from backend). Remember only to click on 'save' icon after changes.

I really need to see your site because I've tested template on server and don't see problem with any position. Probably the module styling is wrong so the inputs are too wide.

There is no possibility to change right bottom width - only whole right column. Settings you will find in templateLayouts tab and full description on our wiki - wiki.gavick.com
