IE (Internet Explorer) displays page incorrectly

I am truly baffled, and I appreciate your help in this matter. My site, http://ps.uptrendhosting.com/index.php looks great in all browsers except IE 8/9. (see attached). However, the site displays just fine if I check IE's compatibility mode.

Please tell me what code to change, thanks!

You can add this code to head.php in layouts.
