Safari footer error

When Viewing my site in Safari,IE and Fire now it seems that the footer of the template is always at the top unless there is a module active above it. In my case to get a article to show in the front page with the footer up top I had to place it as a custom module in the top position as can be seen here. If you click the other menu items the footer moves to the top. Any suggestion on this ???

i added css code to template.css and it seems there is a issue as when i took the coding out it was fine. hmmmm
