positions "banner1" and "banner2" does not appear

I reinstalled everything and all redone. The problems are solved. Except that now I no longer see "banner1" in the positions. I'll see if the file templateDetails.xml seen. It is there. I do not understand. Need help.

Please check permissions on templateDetails.xml file.
This file must have read permissions (644)
