Problem Accent cedilla and Corporate Templates Gavick 2

Installed through the Quickstart Joomla 1.5.23 and template corporate2 in our production environment to configure the site. We all formatting from the site ready to launch. At this point, it occurred that the texts are perfect, but the titles do not appear out accents and cedilla.

Example: Corporate Governance (right) looks like GOVERNANCE Corporate (wrong).

How to solve this problem? I wait for urgent return!
