New banner position

I would like to place banner here (picture). How I can do that? Thanx a lot for help

Hello, I would like to place full top banner here (picture).

I read the link which give Teitbite here. I made the Step 1, but file top.php in a Step2 is not exist for The World News template.

How I can do that? Thank you
