joomla installer cants install quick start

its not installing quick start of the template the world news in joomla1.5.21

Probably you are making it wrong.
The quickstart version is not updated to joomla!1.5.21.
Please use the joomla files that you find in the quickstart version, next install like a normal joomla! and after installation done, upgrade your joomla from the version that you find on administrator to latest version.
