problem with template parameters in J!1.6 templates

Hi, I am having problems with template parameters in J!1.6 templates. For instance, instead of Basic Settings, I see COM_TEMPLATES_BASIC_SETTINGS_FIELDSET_LABEL in template manager. This is the same for all the parameters. I see the parameter values but not the titles...

This is only for 1.6 templates
I tried 3 different templates - same results
I re-installed Joomla - same result

I hope there is an easy fix, since it seems like I am the only one with this problem.
