hello,
I would like to create a mini website for competitions. an example : my.nrj.be (languange in french)

the modules are displayed and for participate they must register and only one participation per user for each contest.

which cms is the most appropriate? wordpress or joomla, maybe another cms.

Deciding on WP vs Joomla vs any other depends mostly on your skills. You should chose one that you feel best while developing.
