Tiny ignore formatting

I have duplicated mod_custom and created more boxes for content, but now the editor ignore any formatting settings like <ul>... is this possible to setup? i have don't changes into plugin of this editor...

I have a screenshot as attachment added to this post, if i do so and click on "save", this formattings are always ignored.

This is actually only on localhost, and joomla 3.1
