Pagination doesn´t work

if set up the article layout to show x items per page and there are more items than x to show, the pagination is beeing displayed (arrows or pagination whatever is configured) this is working fine
but

the pagination doesn´t work.
For example when clicking the right-arrow nothing happens, next page will not displayed.
