Technews doesn't have parallax built in.

I ask otherwise.
In this template I can get manualy this effect parallax for a module? or I have to change the other template?

Everything is possible if you know html/css/js. Parappax is done by some javascript css and html code. You can try to port it from another template and it will work. But it's up to you to do so.
