Error when try to install quickstart localy on Xampp 3.2.2

Hi.
I am having a problem when try to install quickstart on my Windows 10 PC running Xampp 3.2.2
Display_errors on PHP.ini is set to off but on Joomla installation keep warning me that is on.

On installation I am having an infinitive loop on step 3 and not creating the configuration file to end the installation.

Does it posts a message about "Infinite loop" ? I've just tried to install it and, surely it takes some time on the 3rd step, but everything installs ok. And the configuration file may be not created becuase of server not allowing scripts to create/modify files, but You will got a screen with a code to copy to configuration.php after creating it manually.
