maybe your hosting is caching files.

I mean file problems(?), if override.css file is loaded it should be used.
So it's hard me to find out what you done wrong.
Maybe check if this file is loaded by front-end, it's easy test

I was having the same problem...
I disable "Recompile Less" and it works, maybe works for you too
