QUARK - Default Theme Tabs Not Working

Hi,
I'm trying to setup a Tabs feature by following the documentation for a setup from scratch. All the plugins suggested are installed and activated but when I create pages for display as Tabs it doesn't work!
I followed the info under the Frontpage Tabs section here:

It feels like it is missing a step, should the Base Tabs page be given some sort of custom field to change it's display behaviour?
Following these instructions only displays content from the parent tabs page, none of the childs display.

For your parent page with tabs you have to add a custom field with the name:
page_function
and value:
tabs
