One time scroll to next section only

Hi, I've been looking all over to find a solution for this...

Is it possible with for instance a template like Quark to navigate to the next section of the page by simply scrolling once like this:

I've not seen one joomla template with that functionality

I know you can set anchors to certain sections and link menu items to that but this is different

Okay I have found a way but could you give me support in terms of the white strip containing the navigation and logo - it keeps on following when scrolling down liked it "fixed" but it no set as fixed. Here is the link (only frontpage) http://goo.gl/3b3jMW

I dont want it to scroll down with all the sections, only first page / section

Any news regarding this?
