Header position, how to publish HTML ?

very nice bottom, positions

header, publish impossible

I'm afraid I do not understand. You should be just able to use Custom HTML module in header module position. Please tell me the url to Your site, so I'll check what can be wrong.

I see this message when I visit Your site:

Forbidden

You don't have permission to access /erc/ on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

please check if Your site is not blocked by country IP maybe.
