header hover doesnt work

hello,

I use Quark template 1.1.2

I tried really the whole day that the header hoover wants to work - I'm really in doubt because I have another hp with the same template and it works - but this hp has Quark 1.0

Can you please help me whats wrong? I want that the side scrolls down (Mehr Infos headerhoover) to top2 when the hoover is clicked. But whatever I write in the header modul - the link/hoover doesnt want to work
