I want to kown why the quark and moo template is not optimized for mobile,

we have some web pages and the new google optimization mobile said NOT optimized for mobile.

the web pages was created with quick download and changes for us web pages.

We have tested our all supported templates with the Google Mobile-friendly test page with their default demo content and all templates passed this test without and additional changes. In your case google bot cannot load all CSS files, because as you can read:

This page uses 35 resources which are blocked by robots.txt.

So google bot renders page without all CSS what causes the issues.
