Hi there; I love an element that flows down in HomePage of Gavic.com
I've attached the screen-shot of that section.
How can I have this option in University theme; Is it a Module?

This is a Cookie Consent plugin. It's included in all of our templates. You will find a section in template configuration to manage it.

This featured are hand coded to our site. We do not have a plugin which can be released for users, sorry.
