How create responsive logo?

When we decrease the site's logo ... not also decreases?
And I also can not place the logo in the place I want to ... eg I need a logo becomes a little more up for when I go to an information page note that the logo is right on the white part of the site and on the title of the page ... So I need to reposition this logo up a little bit and put this this page title a bit to the side ... And when the page is resized and or when it is seen in the cell I need the logo accompanies the design of the background page as you can see now.

Moving just the logo up isn't possible, at least not without some cheating which might not look good on all devices. But you can still move all elements up:
Please edit: /templates/gk_university/css/override.css and add at its end:

Remember to enable "CSS override" in template settings - advanced section.

Now if you want to reduce logo size - just upload it as an image with smaller size.
