scroll function like steakhouse possible?

As my client and me decided to change from steakhouse to university template one question:

How can I add a scroll down function (to anchors with #links) embed to the homepage of university?

But ...there is one thing that you have to know, this template don't have smooth delay effect. Like you have seen in other template.

There is list of default ID which you can use in Menu as a menu items to get OnePage layout.

#gkBottom1
#gkBottom2
#gkBottom3
#gkBottom4
#gkBottom5

Those section names were used in QuickStart.
But If I remember well, they can be override by template settings. If you want to use for example #Contact not #gkBottom5

About smooth delay from menu, I heard this is possible but it request template JS code customization.
