I am not 100% sure how you need to write the override CSS, but in template.css on line 327 you will see a border-top and colour style.

Hi
To use override.css file You only need to enable override in template settings. But in this case problem appears becuase of the module published in bottom position, the one showing icons on right side of the screen. Please try to move this module to "debug" module position.
