Unable to create customer accounts

The function for register a customer account is disabled, I can't find where I turn it on. It has been on before and don't know if it's any updates that has to be done? I haven't updated to 1.7 StoreFront and can't find any change log for it?

Hi,

You can enable/disable registration in your Settings -> General and "Membership" option.
