Hi

The file is in tenplate's root folder and is called error.php and css is in /css/error.css

You forgot to tell me what type of modifications You are looking to do

error.php is to change HTML
error.css is to change style

in en-GB.tmpl_gk_storefront.ini You can change texts on this page.
