Problem when i disable responsive design

I have a Problem when i disable responsive design , it disables in the hole page except in the main (header) .

Hi

I can see header has a delay in resizing. Is it what You have in mind ? Are You using some kind of 3rd party mobile support ? Its not behaving like a default template at all.
