header image is reduced by sides in tablet and phone, where I can put it look 100%

If you would like to display the entire header - you will introduce empty space under it (image is landscape type). Now you have paragraphs causing it beeing longer. Please consider using css @media queries do design different height for header for different screen sizes.

So going back - you should remove paragraphs and add spacing by setting header height with use of @media queries in override.css:
