Well i’m a bit confused. I unterstand the concept of headermodul 1-x with href=#my-works links
and the main menu with external id links #my-works ..

But how and where can i add the submenu (blog) for normal content that corresponds with the main menu.

You can mix items with internal page links and also the regular ones. If you want to add submenu - not separate menu - you should use our extended menu parameters plugin and create child items.

Ok if i add an normal article link in main menu, where can i set the connection or the affiliation to the main menu. Now the main menu disappears when i open the article link.

i find out by myself .. it's possible to set a link from main menu subpages to main menu on a external link page (#my-works)?

No, the anchor element always redirect to current page but you can try to set URL like www.root.com/#anchor - this will redirect you to homepage and automatically scroll to selected anchor area.
