sort by category but exclude tags

Hello all.
I have this module as the core of my online news website.
I tag some items as "urgent" because those are hot news and these are shown on a news show pro module on the top-a position (top-a position = sort by tag) but then I use the module on position bottom-b to list the news on a certain category but if a news article is tagged as "urgent" then you'll see it repeated.

2 questions here:
Where to change the query? I'm using normal layout
and #2 What could be the query to sort by category and include the tagged items excluding the first 2 of that tag

I’m afraid that modifications such as this require extensive changes to the theme’s code; I do apologize but such large changes are custom work that are beyond the scope of our technical support.

Try using "featured" option instead of tag so it will be possible to make it like You want.
