Overlay menu for handheld devices

Hi,
I searched forum on this mater and the latest post about this was more than year ago so I'm trying my luck here.

Any chance to get Overlay menu style for handheld devices only? If there is an easy way please tell me, if there is not, at least please guide me to some point of what should be done.

you know, the menu that shows over whole screen when you click it.

When I change it on latest template it doesn't do anything (standard mobile "hamburger menu" stays and full menu on desktop).
Please confirm this behave.

Oh, this is really strange

I thought it works much different. Actually if overlay menu is enabled - only when a menu has submenu overlay will show. Also it will only work on desktop - that was the design idea.
