CSS not overwrite

Hi to all

I'm facing the following :

I have enable the overwrite CSS but unfortunately changes in CSS does not applied in the template (for example the h1 {text-transform: none;}...
Also for testing I make the same via template.css but same thing

It works with the !important ... I'm wondering why ??? Is any major change on that ??

probably in template wit was used with !important also or with ID.
