horizontal bands iun template

I would like to activate the horizontal bands on the template like the ones attached.
Which parameter should I specify?

The bands should be large on the whole surface

I should set the template News 2, a band at the top like the one attached, that expands horizontally on the screen on the left and right sides

Sorry, but News template is designed in the way that doesn't allow this kind of modification. It would require to rebuild a lot of css and html structure.
