My Home Page is http://demo.federkorb.de/
In the Main Menu you will see the Link "Shop". It has an mouse-over effect. It works only when the Menu Location is set to Main Menu.

In the Sidebar you will see Menu Grundschule, it has two Menu Items. I will the same effect when moving the mouse over "I & II Jahrgang".

Is that possible?

it's possible only when you will use extra menu module which such a effect built-in.
I can suggest you few to check :
Pro Accordion Menu, Cinch Menu or AS Accordion Menu
