Please check your latest quickstart for cloudhost joomla.3

I`ve tried to install in on both live server and my localhost, and it wont finish the third step.

Please check if on 3rd step just before installation process starts all requirements are met. Also please create a screenshot of that step and post it here.

made a configuration file, and reset the password

now when I go to the backend, all I get is a joomla blank page

The problem is because you haven't finished installation process correctly and database contains missing tables and entries.
You need to finish installation process correctly:
