IS this template not using Bootstrap?

I'm having some issues with a component (Fabrik), and the developers are telling me that:

Fabrik3.1 needs a bootstrap Joomla template (like protostar coming with Joomla).
It's working nicely with protostar

The page that's using the actual CloudHost template is https://www.darkroasthosting.com/quote-request - if you'll compare the two (using protostar and using cloudhost) you should see that the cloudhost version doesn't create tabs - it creates (non-working) links.

Does the Joomla 3.x version of this template not use Bootstrap?

Nope, none of our templates uses bootstrap.
