What causes this in the template manager?

I just installed the template only version of 2.5 on an existing install on my local machine. But when I go to the template manager I get this rendering. It doesn't appear that any of the language is missing and all of the settings and boxes are there. So I am unsure if that is something to be concerned with or is it merely a glitch?

There is for sure problem with your installation. Please try to download package again, reinstall and clean your browser cache.
