Quickstart: Can't find Joomla XML setup file.

I have gone through the forums and tried various fixes but I am still getting this message when attempting to install the Creativity Quickstart package on Joomla 3.5.1.
Warning
JInstaller: :Install: Can't find Joomla XML setup file.
Error
Unable to find install package

The template installed without any issues but the Quickstart will not. Any suggestions?

Hi

Quickstart is a joomla installation with our content in it. You need to install it like joomla and not it's component.
